U.S. Senator Cindy Hyde-Smith of Mississippi has joined forces with Senator Bill Cassidy of Louisiana to introduce legislation aimed at protecting American rice growers from the effects of government-subsidized products imported from India and China. The bill, known as the Prioritizing Offensive Agricultural Disputes and Enforcement Act (S.743), seeks to enhance cooperation between the U.S. Trade Representative (USTR) and the U.S. Department of Agriculture (USDA). It proposes the creation of a joint task force dedicated to identifying and eliminating barriers to U.S. agricultural exports.
Senator Hyde-Smith emphasized her commitment to supporting American agriculture, stating, “As a strong advocate for our agriculture industry and the ability of American producers to compete fairly on the global stage, I will remain steadfast in fighting those nations that undermine our farmers.” She added that involving the USDA more significantly in trade disputes is essential for safeguarding both Mississippi’s and the nation’s economy.
Senator Cassidy highlighted the importance of local production, saying, “Louisianans want to eat rice grown in their backyard, not from the other side of the world.” He underscored that leveling the playing field is crucial for Louisiana’s rice farmers.
Senate Agriculture Committee Chairman John Boozman also expressed support for S.743, noting that it would provide necessary tools to address unfair practices by trading partners such as India. “American rice and wheat farmers continue to be targeted by India’s egregious over-subsidization,” he said.
The proposed legislation mandates that the USTR lead a task force responsible for proactively monitoring subsidies from India and China before they take effect. The bill requires this task force to report its findings and recommendations to Congress regarding any unfair subsidies it identifies.
Hyde-Smith has been active in advocating for fair trade practices within her roles on both the Senate Agriculture Committee and Agriculture Appropriations Subcommittee. Her efforts last year included securing emergency market loss assistance for producers affected by low market prices and global competition.
