U.S. Senator Cindy Hyde-Smith (R-Miss.) has partnered with U.S. Senator Jacky Rosen (D-Nev.) to reintroduce legislation aimed at helping mid-career professionals return to the science, technology, engineering, and math (STEM) workforce. The bipartisan initiative seeks to establish paid “returnships” at small and medium-sized businesses through a federal grant program.
The proposed STEM Restoring Employment Skills through Targeted Assistance, Re-entry, and Training Act (STEM RESTART Act) is designed to support these businesses in creating structured short-term positions that offer mentorship and professional development opportunities.
“Many skilled professionals step away from the workforce but face significant barriers when trying to return, especially in technical fields where innovation moves fast. Our legislation equips small and mid-sized businesses with the tools to tap into this valuable talent pool,” stated Hyde-Smith.
Senator Rosen added, “When we invest in STEM education and workforce development, we can open the door to successful careers in some of the most in-demand industries.”
The act aims to assist individuals who have paused their careers and wish to re-enter high-demand fields by encouraging employers to focus on practical experience rather than solely on resumés. This will allow returning workers a chance to demonstrate their skills via paid returnship programs.
U.S. Senator Mark Kelly (D-Ariz.) is also an original cosponsor of the bill. In addition, U.S. Representatives Chrissy Houlahan (D-Pa.) and Jim Baird (R-Ind.) are backing similar bipartisan legislation in the House.
