Hyde-Smith and colleagues introduce bipartisan rural housing affordability bill in Senate

U.S. Senator Cindy Hyde-Smith announced on March 31 the introduction of the FARM (Fostering the Availability of Rural Markets) Home Loans Act, a bipartisan bill aimed at expanding access to rural home loans through the Farm Credit System.

The legislation seeks to address challenges faced by potential homebuyers in rural communities who struggle with traditional down payments and mortgage qualifications. By raising population eligibility limits from 2,500 to 10,000, the bill would allow more than 300,000 additional Mississippians and nearly 30 million Americans nationwide to qualify for flexible housing assistance.

“It is too hard for too many people to land a home mortgage by coming up with traditional down payments, especially in rural communities. The FARM Home Loans Act would change that by allowing the Farm Credit System to broaden the use of its flexible lending assistance to help qualify tens of thousands of rural families and individuals in Mississippi for homeownership,” Hyde-Smith said. “I support this bipartisan effort to bring outdated population eligibility limits into the 21st century.”

The proposed reforms would also extend eligibility for accessory dwellings and align Farm Credit System rules more closely with U.S. Department of Agriculture standards. The legislation was introduced by Senators Peter Welch, Jim Justice, Adam Schiff, and Hyde-Smith—all members of the Senate Agriculture Committee—with companion legislation filed in the House by Representatives Kristen McDonald Rivet and Bill Huizenga.

The measure has received endorsements from several organizations including First South Farm Credit, SouthernAg Credit, American Farm Bureau Federation, Farm Credit Council, National Council of Farmer Cooperatives, National Cooperative Business Association, and Housing Assistance Council.

Hyde-Smith is recognized as the first woman elected to represent Mississippi in the U.S. Senate. She serves on key committees such as Appropriations; Agriculture; Nutrition and Forestry; Energy and Natural Resources; and Rules and Administration according to her official website. Her background includes serving as Mississippi’s commissioner of agriculture and commerce as well as chairing agriculture-related committees during her twelve years in the state senate according to her official website.

Looking ahead, supporters say that if enacted into law this measure could have significant effects on housing accessibility across rural America.
